Paper wasps build open comb nests - the ones that look like upside-down umbrellas hanging from eaves and overhangs. They're visible, but don't let that fool you. Disturbing one gets you stung fast.
Yellow jackets are harder. They nest in wall voids and underground, which means you often don't see the nest - just the traffic going in and out of a small hole. A nest you don't see is more dangerous than one you do. By the time most homeowners call, the colony is already large.
